Dears only allows members with Japanese addresses, like every other Japanese fan club *sigh*
There is, though, an N.A. Dears Community ([link]) for fans in America & Canada.
I'm like, a really horrible member on that site xD If you want updates about Gackt, if you don't already, I suggest getting a livejournal account & joining the Dears community ([link]) because there are CONSTANT updates about him there.
